Include blacklist users for Action based emails

Hi All,
I am new to this forum, I would like to know is there any provision with OpenEMM for including blacklist users for action based emails. For normal campaign emailing these users should not be included and at the same time, we would like to include for action based emails.
If possible, please let me know how can achieve this.

Just for some background on this request (which I didn't make but see as valid!) - in some places, notably the UK, certain sectors (like banks, insurance, etc.) are obliged to inform customers, present and former, of certain things. If memory servers, things like terms and conditions changes or data breaches are among those that have to be communicated. Email has been accepted as a valid means of informing customers, and I believe that some research suggests that, at least for certain age groups (again, in the UK, think students), email is more likely to get someone than a postal address.
So if you have certain users who have opted out or are on the blacklist for commercial and normal service emails, then there is still this valid use-case for wanting to send. In my former job we indeed had a bank ask us for this. The other option being getting a list of opt-outs and blacklisteds and snail-mail them.
That said, I don't know whether it's possible - it might be with a module though...
