Times for sending and generation are not exact

i try to send email this morning was 9:37 (on the hardware and linux) but system was saying to setup to minimum 18:37 to not send it before the actual times and there's the stats for the sending

Generation start time: Oct 31, 2010 11:37 PM
Generation end time: Oct 31, 2010 11:37 PM

Delivery start time: Oct 31, 2010 6:40 PM
Delivery start time: Oct 31, 2010 6:40 PM

any idea why generation time is not 3 min before the send and not the actual times, also how to fix that ?
