error on setup- Windows installation

installed all programs in the order specified and received the following error when I ran "setup" in the c:\openemm directory:

C:\>cd openemm

C:\OpenEMM>setup
Starting up .. home is C:\OpenEMM .. found codebase .. CAUGHT EXCEPTION:

AttributeError: 'module' object has no attribute 'pythonpath'

HELP!!!
