sendmail timeout and bounce ??

When you have a message like this in your sendmail queue:

when is it tagged as a bounce ?

I actually have the following:

delay=5+20:54:18, xdelay=00:02:00,

How can I flush out the mail queue?
Is this something that is controlled by OpenEMM or by sendmail?
