You do not have to install wkhtmltox. To use OpenEMM with secure HTTPS connections, for Tomcat you should use the NIO Connector, because according to the Apache Foundation the APR/Native HTTP Connector is deprecated and removed in Tomcat 10.1 and later. Maybe

# python3 -m pip install mariadb==1.0.11

instead of

# python3 -m pip install mariadb

will help (see Install & Admin Guide 23.04, page 19)?
