When defining an action "action based mailing" you can choose between delay times of 1, 6 and 12 hours and 1, 2, 4 and 7 days.

use target group
In OpenEMM 5.5 create a new target group which contains all users. You will see a link in the lower right corner which allows you to delete all users of this target group with a single mouse click.

wrong type?
Please check in class "SubscriberData" methods "setParamNames" and "setParamValues". The type of the parameter in each case should be "org.agnitas.webservice.StringArrayType" - not String[]. Is this so?
